Full system diagnostics?

So currently my computer seems to be really fucked up, and given I've just done a clean install of windows and the problem is still persisting, it's probably hardware at this point. But the issue is I have no clue what to check first. So does anyone know of any programs that are able to do full system diagnosis of everything.

Also, is the motherboard supposed to be making a weird clicking sound?

Full reformat with installed. With several failures during the actual install of windows which required a second a third reformat being required. So now I have an almost empty drive. I've reinstalled the motherboard and GPU drivers, and some basic stuff like firefox, etc. But it still fails.

Also, it's a fairly new hard drive (1yo 2TB Western Digital Caviar Black).
