The guy that made that video is an idiot. Learn2spothacks. Or in this case what isn't hacks. Its just how the game works, if you have a fast enough reaction time its easy to "twitch" in such a way. It was only about a 80 degree twitch at most, which is totally possible to do legit.

Seriously nothing. If someone was shooting me, got hit, I would be able to turn to him like that. However, there's two situations I can think of:
1. You see the guy, kill him, and scan around, and find the other guy attempting to killing you.
2. You notice the Sniper? up top beforehand, but kill the guy closest to you first. Then you spin around to attempt to annihilate the sniper? raping you from above.

The guy who made it is a total moron. Firstly, the character model can't face all the directions possible, so any movement between two directions just looks twitchy. Secondly, these are GMs, they generally suck at CA and spray hardcore. Thirdly, it is a private server for GMs only, so it may have been set up scene as opposed to actual random gameplay.
